Some people have set up lemonade/snack stands where PokeStops are clustered. Sunscreen and charging stations could be good too. Businesses that happen to be near PokeStops could use the microtransaction item that can attract Pokemon to a PokeStop for half an hour. It might be hard to keep up with but there’s potential to use social media outlets to announce when a rare Pokemon is nearby. I think they update every ~15 minutes. There isn’t (yet) a way to increase the chances of a rare Pokemon spawning, though lures can increase the amount of pokemon near your location, for a time (no PokeStop required, and they can be acquired through gameplay). There could be a way to capitalize on the competing teams aspect (separate tip jars for each team, for example).
